According to documents made public on December 16, 2004, nearly 20% of FDA scientists surveyed in 2002 said they were pressured to approve or recommend approval of a medicine despite their concerns about the drugs risks or effectiveness. About 66% of the scientists said they lacked full confidence in the FDA's ability to monitor side effects of prescription drugs which already have FDA approval.
In 1992 the FDA entered into an agreement whereby drug companies provide millions of dollars to the FDA. In return, that money is used by the FDA to fund the review and approval process of new drugs. In the 10 years from the 1992 passage of the Prescription Drug User Fee Act the drug companies paid $825,000,000 to the FDA. Today more than 80% of money spent by the FDA is spent on approving new drugs. In 2004 drug companies provided 200 million dollars of that money. The FDA simply lacks the necessary resources to adequately monitor the safety of drugs already on the market. Those budgets have been slashed. The FDA relies significantly on the drug companies themselves to report problems with drugs already on the market. That drug companies would be willing to provide the FDA with money to fund the approval process is no surprise. Consider the annual sales of the top selling drugs in the United States.
